Please ID wild plant, kind regards, Sam.

Location: bloomed in The HIMALAYAS at Kangan, Jammu & Kashmir INDIA

Altitude: 8100fsl

Flower date: 13APR2023, 10.05am

Habitat: wild moisture roadside

Plant habit: micro shrub, erect obliquely, branches, weak fleshy cylindrical hairy stem, perennial

Height: 10cm

Leaves: alternate elliptic acute soft fleshy hairy serrated margins, size:02×1cm

Flower: axillary, 04 petals, diameter:02.5mm, blue, fragrant

Flower sprouts are extra axillary.  Corolla is four winged/bracts, or four winged calyx or fruit.  Sharing more images.

According to POWO V.biloba is an annual and not a perennial.
