This is not a palm, but a cycad. Which one, I'm not sure.

This is a Cycas, most probably Cycas circinnalis.

Although this looks like a Palm it is not a Palm, but a Cycad, an ancient tree form, one of the earliest. Cycads are the only group of plants surviving from 100s of Millions of years ago, as far as my knowledge goes. Open to correction.
