I think this should not be Justicia repens with bracts appearing to be dimorphic and not appearing to be uniform.

I am unable to understand logic. Justicia concinna is a name published only in 2014. It does not figure TPL or World Flora Online. Kew Database Plants of the World Online treats it synonym of Rungia elegans Dalzell & A.Gibson. These are the three major databases.

This as per:
Justicia concinna J. R. I. Wood (Replaced name: Rungia elegans Dalzell in Dalzell & Gibson, Bombay Fl. 196. 1861, non Justicia elegans P. Beauv.) as per New Names and Combinations in Indian Acanthaceae by John R. I. Wood- Novon: A Journal for Botanical Nomenclature 23(3):385-395. 2014;

Catalogue of life is also following this. POWO is just following The Plant List Ver. 1.1, where there is no entry at WCSP (Kew), giving very bad impression of Kew.

On further scrutiny of all the posts, I take it Justicia pectinata only.

Taking it as Rungia parviflora var. muralis (Nees) C.B.Clarke with spikes very dense, barren bracts ovate acute hardly longer than the fertile, as per Flora of British India as per discussions in another thread at Sorting Rungia species
