Does not seem any Spermacose ( Borreria) listed in the ACFPN.

Hi, Saroj ji,
Some thing similar was identified while I was sorting out Spermacoce species under Spermacoce pusilla as Oldenlandia‎ ?
However, I am not able to get hold of that post or species right now.

It looks like very much matching with your images but not sure about the ID,
and it is not listed in Nepal. How can we verify?

After through search in Flora of China, Flora of Nepal, Efi site etc., I feel it is closer to Scleromitrion tenelliflorum (Blume) Korth. (syn: Hedyotis tenelliflora Blume) as per
Catalogue of Life  Flora of China  FOC illustration  GBIF (high resolution specimens)
Hedyotis rugosa (Blume) Korth. does not have any distribution in India.

It is quite like to be found in your area as WCSP shows distribution as Trop. & Subtrop. Asia to N. Queensland. Catalogue of Life gives it as Assam; Bangladesh; Borneo; China South-Central; China Southeast; East Himalaya; Hainan; Japan; Jawa; Korea; Malaya; Maluku; Myanmar; Nansei-shoto; New Guinea; Nicobar Is.; Philippines; Queensland; Sumatera; Taiwan; Thailand; Vietnam

Nidhan ji has posted the same plant from from Malsi Deer Park, Mussoorie Road, Dehradun

Here is a paper showing differences between confusingly similar species
Scleromitrion sirayanum (Rubiaceae: Spermacoceae), a new species of the Hedyotis-Oldenlandia complex in Taiwan- Tian-Chuan HSU, and Zhi-Hao CHEN- Taiwania 62(2): 151‒156, 2017- (ABSTRACT: The new species Scleromitrion sirayanum T.C. Hsu & Z.H. Chen (Rubiaceae) is described and illustrated from Taiwan. S. sirayanum is similar to S. angustifolium (Cham. & Schltdl.) Benth. but easily distinguished by its constantly solitary flowers, salverform corolla, adaxially basally long villous corolla lobes, spreading to ascending persistent calyx lobes, and obconic capsules dehiscent both septicidally and loculicidally into 4 valves. S. sirayanum is so far only found in Nanhua District of Tainan City and evaluated as Vulnerable based on the IUCN Red List criteria. Three new combinations are also proposed for the Hedyotis-Oldenlandia complex in Taiwan)

On further checking,
I think it should be Scleromitrion verticillatum (L.) R.J.Wang (syn: Hedyotis verticillata (L.) Lam.) as per differences between closely related species at
GBIF (high resolution specimens) FOC illustration  Flora of China
