 Is it possible that this is an herbaceous perennial, not a shrub?

 It looks much like ragweed, Ambrosia artemisiifolia (Asteraceae) to me.

Am copying a link with the picture of Ambrosia artemisiifolia
(Asteraceae). They look different from the pictures that I have sent.
However you are right about the invasive nature of the plant.

Could your plant possibly be Cardiospermum halicacabum L. Dr. Almeida's  flora description mentions leaves two ternate, petioles 2-4 cm long, ultimate segments of the leaves lanceolate, ... inciso serrate, very acute at the apex and narrowed at the base.  Flowers white, 3-4 mm long, in few flowered umbellate cymes.

I think No Cardiospermum halicacabum is a climber plant with tendrils from the family Sapindaceae, but this is a shurb and doesnot have tendrils !!
