Dear Karthik Ji, here are some shots of P.indica. The leaves appears to be like this in light. Spots should be appear in the structure of the leaves, they are nothing but the glands.
I have not seen yet the flowers or fruits of the plant.

Dr Arvind,

This is Pavetta tomentosa and the glands are nothing but leaf nodules where the rhizobium bacteria dwells.
