Altitude : 4700 ft.

Plant description, altitude and flowering season does not 
completely matches with 
Senecio scandens Buch.-Ham. ex D. Don (accepted name)

according to the FoI and FoN .

Phyllaries and the leaf pattern looks different than S. scandens in this sp.

Yes, this one and MS March, 2019 Senecio sp. for Id look different, from other posts at Senecio scandens
You have to check other closely related species.

Appears similar to the plant posted by Sawmlina ji and identified as Senecio wightii (DC.) Benth. ex C.B.Clarke
That is the closest (Senecio wightii (DC.) Benth. ex C.B.Clarke) I can go as per Plant illustrations, FOC illustration GBIF Specimens from India:

I think it does not completely match, especially corolla pattern and leaf joins to stem
and also not listed in Nepal  so far !

I have no doubt that it is the same plant as at MS March, 2019 Senecio sp. for Id
It is listed in Bhutan. So it is possible that it may be found in nepal also.
