It is common in West Bengal, can be noticed through out the year, grows in marshy areas. Sometime confused with water hyacinth. But I think it is not typical water hyacinth.

monochoria is also called ovel leaf pondweed check it at http://www.flowersofindia.net/cgi-bin/search.pl

This is called Arrowleaf Pondweed (Monochoria hastata to the
botanist).
