(040509SCS5-6) - A tough ID - is it also a fern from Sonepat, Haryana ?

I find it the toughest challege to ID this fern like creature.
It was dangling from the damp bank of the canal, in the over-vegetated patch.
 
Is it some kind of fern? Only a single plant.
 
Sonepat, Haryana, 2nd May 09.
