Euphorbia Lactea F Cristata

On the Internet, The family of the Plant shown is Euphorbia Family.

However, can the above plant be called as a Cactus

Please advice

I think only members of the Cactaceae family should be called Cactus.

I am not sure, I may be wrong also.
