Can an international student work while studying in norway?

Hi everyone,
How is everyone there in Norway. I am kishore from India, thinking of applying for a PhD at NTNU, as a backup I would want to know if I could support my research degree with work outside if the need be in the worstcase scenario.

I have a few questions which might give me a better clarity about living in norway and my planning to study at NTNU.

Are international students allowed to work while studying?
 if yes does it have to be related to the study?
 are there any other conditions and timing of getting work permit?

What is the general monthly expense for a student per month?
what is the lowest national wage in Norway?

 I am phanigopal trying for phd at NTNU electrical power engineering department. Did you get Phd admission?? what are the scores of your gre or tofel if you take any of the exams?

I was student some time back . I did my Masters at NTNU.

If you are looking for Phd then Publications and academic grades are more important than Toefl scores.
