We acknowledge with thanks the receipt of your two emails dated 3.6.2025, regarding your long-pending salary arrears issue related to your tenure as Assistant Professor of Physics at The New College, Chennai. We deeply appreciate the detailed account of your situation and fully understand the financial and emotional distress this unresolved matter has caused you.

To proceed with our assistance effectively and strengthen your case for intervention with the concerned authorities, we kindly request you to share the following documentation and details at the earliest:

Dear Sir/Madam,

I hope this message finds you in good health and high spirits.

I am writing to humbly request the support of your esteemed organization, Helping Hands, in a matter that has remained unresolved for over a decade.

I served as an Assistant Professor in the Department of Physics at The New College, Chennai, from 15th June 2005 to 18th May 2011. Initially appointed as a management staff member, I received Government approval for my post in February 2008. However, due to the absence of a university nominee in the selection committee, the University of Madras denied qualification approval for newly appointed lecturers in minority institutions.

Subsequently, a legal case was filed by several minority institutions against the University of Madras, which led to an interim High Court order in 2010 directing the disbursement of consolidated Government salary. Accordingly, 27 of us from The New College started receiving the consolidated Government salary from February 2010 onwards.

During 2007 I had also applied for the post of Assistant Professor in Physics through Kerala PSC. The exam and interview of Kerala PSC was done in 2010 only and I got selected in 2011. I got advise memo from Kerala PSC on 2011 to join in Kerala Govt. service as assistant professor under Directorate of Collegiate Education Kerala. I was appointed in the Collegiate Education Department of Kerala and, considering my family circumstances, I resigned from The New College on 18th May 2011 and joined Government service in Kerala on 19th May 2011.

After my resignation, the High Court case was finally settled, and salary arrears for the period 2008–2010 were released to my colleagues who continued at The New College. Unfortunately, since I had relocated to another state, my arrears case was kept pending at the Regional Joint Director’s Office (RJD), Saidapet, Chennai.

Despite multiple follow-ups and the submission of the bill by The New College to the RJD Office, I have been informed that while the bill has been signed by the Regional Joint Director, it is still not being passed by the Finance Department due to a lack of funds.

Over the years, I have had to travel multiple times from Kerala to Chennai in pursuit of this matter, incurring both emotional and financial strain. I have to get salary of 24 months of lecturer in Physics for period 2008 to 2010 in UGC pay scale of 15600 -39100

Therefore, I kindly request your support in following up this long-pending matter with the Regional Joint Director of Collegiate Education, Saidapet, Chennai, and to help facilitate the disbursement of my rightful salary arrears at the earliest.

Your kind intervention could bring a long-awaited resolution to this issue, and I will remain deeply grateful for your assistance.

Warm regards,
Dr. ABOOTHAHIR AFZAL

Thank you for your email.
I need further help in getting documents asked by you.
Most documents are in college office and they didn't give copy to me, as the process of salary arrears claim is responsibility of college office and the communication and documents transaction took place between the college office and the RJD office as monthly salary claim is also done by office. Actually it is the responsibility of college to get my salary credited. On behalf of the college I am trying to get my arrears.
These documents will be in college office. As it is old files it is not easy to take it from them in between their regular work.
