Subject: Final Documentation required for HHF to proceed with your Court Fee Reimbursement case

Dear Sri P. Venugopala Gupta Garu,

We understand that your previous representations to the Tahsildar, Palamaner, have not yielded results. While it is frustrating to write again, Helping Hands Foundation (HHF) requires a specific "Legal Paper Trail" to hold the officials accountable through the RTI Act and District Collector Escalation.

 

To ensure the Tahsildar has no further excuses regarding "technical problems" or "incorrect bank details," please provide the following via email for our records:

 

1. Identity & Bank Proof: A clear photo of your Aadhaar Card and the first page of your Bank Passbook (the account where you wish to receive the funds).

 

2. Contact Information: A photo of a representation on one page, containing brief details of your issue, your full current address and mobile number, duly signed by you.

 

3. Confirmation of Account: Please confirm that the bank account provided is active and linked to your Aadhaar.

 

Why this is necessary:

HHF will draft a "Final Notice of Non-Compliance" for you to send via Registered Post. Once we have the postal receipt of this final notice, and if they still do not pay, we will have the legal grounds to:

• File an RTI Application to identify the specific clerk/officer sitting on your file.
• File a formal complaint to the District Collector for "Willful Disobedience of Superior Orders."

 

HHF Policy Reminder:

• Postal Expenses: You will need to send the drafted letters via Registered Post/Speed Post at your own cost.
• Receipts: Please email us the Postal Cash Receipts photos as soon as you mail the letters. These are vital for our tracking and future RTI actions.

 

We are ready to move quickly once you provide the photos of the Aadhaar, Passbook, and your signed address details.

Sub: Refund of court fee of Rs.15252/- and Rs.10052/- to me from Tahsildar of Palamaner –not materialized inspite of Dist Cllectors proceedings –pending since more than two years-submission of request for intervention of HHF-Reg.

                  I bring to your kind notice that Chittoor district administration were kind enough and passed the above three proceedings directing the Tahsildar of PALAMANER to reimburse the court fee of Rs15252/-and Rs10052/-   to me on my representations. I have sent several letters to the Thahsildar Palamaner requesting for payment of the said amounts besides many personal visits but in vain.

 

                I futher submit that the Tahasildar’ s office at Palamaner did not respond till date in spite of above proceedings of District Administration, Chittoor for payment of above small amounts to me. I have paid several visits to Palamaner  Tahsildar’s office  despite my  request letters dt 12/12/2023, 17/01/2024,20/08/2024 and finally on 11/11/2024 but all  my efforts  proved futile.  Every time they used to tell some technical problem and postponing the matter for the BEST REASONS known to them only.

 

                          IT IS PITIABLE TO NOTE THAT THE ORDERS OF DISTICT COLLECTOR ARE NOT IMPLEMENTED EVEN AFTER MORE THAN TWO YEAS

 

                       In view of this abnormal delay in this matter, I crave you  Sir, to kindly initiate desired urgent steps at our HHF office and extend your kind assistance to get back  my above court fee amounts at the  earliest possible time.

 

                    I finally supplicates you to use  your best efforts to  implement the procedure of submitting compliance reports for each and every proceedings issued by district administration to subordinate offices  to ensure the end use of such orders to root out  this type of red tapism in the interest of public interst.
