This communication is in continuation of the above references and is to be treated as a final appeal and a formal notice of dissatisfaction with the arbitrary rejection of the application for an Integrated Caste Certificate for my son, Mr. Mohammad Akhil Sabjan Shah.
1. Legal Mandate and Procedural Violation:
The issuance of Caste Certificates is governed by the Andhra Pradesh Scheduled Castes, Scheduled Tribes and Backward Classes – Issue of Certificate of Status and Verification Rules, 1997, read with the relevant sections of the Andhra Pradesh Revenue Act, that empower Tahsildar to issue such documents.
· As per the established procedure, the primary onus is to verify the claim through revenue records, birth records, and other government-issued documents. The rejection of our application on the grounds of non-submission of educational certificates is ultra vires, as it disregards the substantive evidence already submitted.
· I have provided a comprehensive set of official documents, including:
o A Family Member Certificate dated 27.1.1984 issued by the Tahsildar, Eluru.
o A previously issued Caste Certificate for my granddaughter from your own office (GWSB 59826321 dated 7.3.2022). Additionally, I also submitted a Caste Certificate issued to my own brother's (Mohammad Abdul Quadir) daughter, Miss. Mohammad Saira Quadir stated that she belongs to the SHAIK caste.
o Death Certificates and Aadhaar cards consistently bearing the caste title "Shaik".
· These documents, issued by the Revenue Department itself, constitute conclusive proof under the verification rules. To ignore these in favour of a non-mandatory document (educational certificates from an era when caste was not recorded) constitutes a failure to perform a statutory duty and a violation of the principles of natural justice.
2. Rebuttal to the Stated Reason for Rejection:
Your office's cited reason is legally and factually untenable.
· As already explained, educational certificates from the relevant period often did not specify the sub-caste ("Shaik") but only the religion ("Muslim"). The demand for a document that does not exist, while ignoring the plethora of documents that do exist and confirm the caste, is illogical, arbitrary, and amounts to willful harassment.
· The Transfer Certificates of my sisters, which were submitted, serve as direct evidence of this historical record-keeping practice.
3. Final Appeal and Caution:
Despite multiple communications and the submission of more than sufficient documentary proof, there has been a persistent and unexplained reluctance to perform a straightforward statutory function.
This inaction is causing significant hardship and delay.
Should the certificate continue to be withheld without lawful justification, despite the existence of valid evidence and statutory obligation, I will be constrained to initiate further appropriate course of action through higher administrative and legal forums, including the District Collector’s office and other competent authorities, to ensure justice and accountability.
I sincerely hope this will not be necessary and that your office will act in accordance with the principles of fairness, transparency, and the rule of law.
I trust that the gravity of this matter is now clear and that you will resolve it immediately, making such extreme steps unnecessary.

This reason is respectfully submitted as being non-tenable, due to the following critical facts:A. Please recall our personal discussion at your office on the evening of 16/09/2025. I clearly explained that during the relevant college periods for both myself and my son, educational institutions, particularly in that era, typically only recorded the broad religious identity on the Transfer Certificates (TCs), often stating "Indian-Muslim" or similar terminology. This was a direct result of the lack of formal caste-based reservation for the Muslim community at that time. Furthermore, as is standard practice for pursuing higher education, these original TCs were submitted and retained by the respective institutions, resulting in their current unavailability.B. To corroborate this historical fact regarding the content of older TCs, I have already submitted the Transfer Certificates belonging to my sisters, which serve as direct evidence of the institutional practice during that time.Existing Documentary Evidence:It is crucial to note that I have submitted a comprehensive set of documents, all of which were issued by the Revenue Authorities and other Government bodies, unequivocally confirming our specific caste identity as "Indian-Muslim-SHAIK." These official documents from government sources should take precedence and already satisfy the requirements for issuing the requested certificate.Commitment to Public Service and Addressing Systemic Issues:With due respect, the protracted process and the rejection of a valid application—despite the submission of ample official evidence—regrettably serve as an example of the bureaucratic resistance and delay that often leads to the harassment of common citizens.
