I pen this communication with profound dismay and in the gravest of tones, as the inexcusable inaction on the above-referenced Grievance No. TPT202511039317, lodged on 03.11.2025 and explicitly forwarded to your office for resolution, exemplifies a flagrant negligence of administrative duty and a deliberate disregard for the statutory timelines and public service ethos protected in the Andhra Pradesh Public Grievance Redressal System (PGRS). As of this date, 17.11.2025—over two weeks since submission—no response, acknowledgment, or resolution has been forthcoming from your office, despite the unequivocal directive from the District Collector’s portal to address the matter expeditiously. This persistent delay, coupled with the prior unjust rejection of my legitimate application for a Caste Certificate, not only continues undue harassment upon a law-abiding citizen but also undermines the very foundations of accountable governance.
URGENT DEMAND: Reasons for Delay in Responding to Grievance No. TPT202511039317 and Mandated Issuance of Caste Certificate

I hereby formally demand a detailed, written explanation from your office, immediately on receipt of this email, elucidating the precise reasons for the inordinate delay in addressing and resolving Grievance No. TPT202511039317 dated 03.11.2025. Under the Andhra Pradesh Public Grievances Redressal System Guidelines (as per G.O. Ms. No. 149, General Administration (Ser.B) Department, dated 10.06.2011, and subsequent amendments), all forwarded grievances are to be disposed of at the earliest.
For contextual clarity and to underscore the egregious nature of this ongoing impasse, I reiterate the substantive merits of my application, which your office has inexplicably rejected despite overwhelming evidentiary support and precedential issuance by the very same Tahsildar, Tirupati Urban office.

My application, vide No: CGC250917082391, seeks issuance of a Caste Certificate affirming our "Indian-Muslim-SHAIK" identity (classified as Backward Class under the relevant schedules). Your email dated 24.10.2025 rejected it solely on the grounds of non-submission of educational certificates for myself and my son, a rationale I respectfully submit as wholly untenable and procedurally invalid for the following substantiated reasons:
A. During our in-person discussion at your office on the evening of 16.09.2025, I meticulously explained the historical context: Educational institutions in the relevant eras (for both myself and my son) routinely inscribed only broad religious identities on Transfer Certificates (TCs), such as "Indian-Muslim," due to the then-nonexistent formal caste-based reservations for the Muslim community. Furthermore, these original TCs were, as per standard protocol, surrendered to higher educational institutions upon admission and thus remain irretrievable.
B. To irrefutably corroborate this institutional practice, I have furnished the TCs of my sisters, which identically reflect the nomenclature and format of the period, serving as direct, coexistent evidence.
This rejection, predicated on an anachronistic and impracticable evidentiary standard, disregards the preponderance of authenticated documents already submitted, including:
- Revenue Department records explicitly denoting the "Indian-Muslim-SHAIK" caste.
- Municipal Corporation attestations.
- "Meeseva" certificates.
- Testimonial from the Chairman of Saptagiri Grameena Bank affirming my professional integrity and public service commitment.
- Family records and ancillary governmental proofs.
Compounding this anomaly is the precedential fact that your very office—the Tahsildar, Tirupati Urban—issued an identical Caste Certificate to my own granddaughter in the year 2022, based on comparable familial lineage and evidentiary matrix, without demanding the very educational documents now cited as deficient. This internal inconsistency not only erodes public trust but also contravenes the principles of equity and non-arbitrariness under Article 14 of the Constitution of India.
Statutory Imperative Binding Issuance:
As the designated Competent Authority under the Andhra Pradesh (Scheduled Castes, Scheduled Tribes and Backward Classes) Regulation of Issue of Community Certificates Act, 1993 (Act No. 16 of 1993) —particularly Sections 2(c), 4(1), and 6—you are statutorily compelled to issue the certificate upon verification of the claim's genuineness via submitted evidence.
