a registered organization dedicated to supporting the underprivileged in resolving long-pending issues.

We refer to our previous email dated 3.6.2025, regarding the unresolved theft case of Mr. Minnal Guanasekhar, S/o M. Murugesan, residing at 26-52, Old Weavers Colony, Gate Puttur, Tirupati District, Andhra Pradesh. 

The email detailed the theft incident at Mr. Guanasekhar’s scrap shop on 5.4.2025, subsequent representations to your office on 28.4.2025 and 26.5.2025, and the lack of resolution despite reported actions by the Puttur SDPO and SHO. For necessary details and supporting documents, kindly refer to our email dated 3.6.2025 and its attachment.

We kindly request that your office to:  
1. Acknowledge receipt of our email dated 3.6.2025 and this reminder dated 11.6.2025.  
2. Provide an action taken report on the representations submitted by Mr. Minnal Guanasekhar and our HHF.  
3. Ensure a thorough investigation into the unresolved theft case to deliver justice and facilitate recovery of the stolen property.

It undermines public trust and creates an insurmountable barrier for organizations dedicated to advocating for the vulnerable. We are left questioning how we are to fulfill our mission when our appeals for justice are met with such an egregious display of silence.

We hereby demand the following immediate actions:

  1. A comprehensive and transparent investigation into the theft case of Mr. Minnal Guanasekhar, culminating in a detailed action taken report that explicitly outlines findings, reasons for the petition's closure, and all steps undertaken.

  2. An immediate and clear explanation for the persistent and unacceptable non-response from both the SP Office, Tirupati, and the DGP Office. This silence is not merely an administrative oversight; it actively erodes public confidence.

  3. Definitive guidance on the official recourse available to non-governmental organizations like HHF when superior authorities remain unresponsive in critical matters demanding urgent intervention and justice.

We are writing to you with deep concern regarding the unresolved theft case of Mr. Minnal Guanasekhar, S/o M. Murugesan, residing at 26-52, Old Weavers Colony, Gate Puttur, Tirupati District, Andhra Pradesh. We had previously sent a detailed email to the Superintendent of Police, Tirupati, on 03.06.2025, requesting intervention in this matter.

 

On 05.06.2025, we received an SMS from the SP Office, Tirupati, confirming receipt of our petition with PetID: TRPT/TPTU/050625/00419. Subsequently, on 11.06.2025, we sent a gentle reminder seeking acknowledgment and an action taken report.

 

However, to our dismay, on 12.06.2025, we received another SMS from the SP Office, Tirupati, stating that "Your Petition-Id: TRPT/TPTU/050625/00419 has been disposed" with the remarks "Action Dropped at SP, Sri Balaji".

 

We find this summary disposal deeply concerning for the following reasons:

 

The SP office merely sent an SMS to our mobile number about receiving of our petition and disposal of the petition.

The SP office has failed to inform us the details of the action taken, the findings, and the reasons for the closure of the petition. This lack of transparency undermines the principles of justice and accountability.

To reiterate the background of the case, Mr. Minnal Guanasekhar, being a poor person, reported a theft of materials from his scrap shop near Venkateswara Hospital, Puttur, on 05.04.2025. Despite his immediate reporting of the theft, even providing the lorry number in which his stolen material was transported, the officials at Puttur Police Station did not consider his representations and failed to initiate timely action. The stolen items were allegedly found at a nearby scrap shop owned by Mr. Surendra, who reportedly admitted to purchasing the stolen goods. Mr. Guanasekhar filed a complaint at Puttur Police Station. Due to inaction, he escalated the matter to the SP office on 28.04.2025. Despite the District Collector’s office directing the Puttur SDPO to investigate, and reports of a "compromise" on 10.05.2025 by the Puttur SDPO, and the SHO, Puttur, on 16.05.2025, the matter remains unresolved. Mr. Guanasekhar filed another grievance on 26.05.2025, and has a similar unresolved theft incident from 2022.

 

We respectfully urge your office to intervene in this matter and issue suitable instructions to the SP Office, Tirupati. We request that a thorough investigation be conducted, and a detailed action taken report, including the findings and explicit reasons for the closure of the petition, be provided to us and Mr. Minnal Guanasekhar. This is crucial for ensuring justice for a vulnerable individual.

 

Your prompt attention and decisive action will not only ensure justice for Mr. Minnal Guanasekhar but also reinforce public trust in the system and uphold the credibility of the police force.

We would like to inform you that we have received a letter dated 17.7.2025 from Mr. Minnal Guanasekhar regarding his unresolved theft case (Petition ID: TRPT/TPTU/050625/00419). 
Mr. Guanasekhar has communicated that staff from Puttur Police Station personally contacted him and visited his shop where the theft occurred, assuring him that the issue will be resolved within 10 days.

We are pleased to note that the Puttur Police Station officials have now initiated action in this matter. 

We sincerely hope that this issue will be settled promptly, without any further delays.
