In short you need to be a Permanent Resident/Citizen of Australia to start your Australian CPA. You can start your bridging course before landing in Australia i.e. generally 3 exams for India CA's i.e. Taxation, Accounting Theory and Corporate Law. But I suggest doing that after landing in Australia as you can get Interest free government loan to do your 3 exams. Once you enrol in CPA after becoming Australian PR/Citizen, you can go back to India or elsewhere to sit for your CPA exams.
