Greetings from Network for Social Accountability (NSA)!
We are happy to inform you that we are going to organize a pilot research activity on “District Level Citizen Report Cards on Implementation of Scheduled Caste Sub Plan in Orissa”.
The strategy of Special Component Plan (SCP) now called the Scheduled Castes Sub-Plan (SCSP) which was evolved in 1979 is one of the most important interventions through the planning process for social, economic and educational development of Scheduled Castes and for improvement in their working and living conditions. It is an umbrella strategy to ensure flow of targeted financial and physical benefits from all the general sectors of development for the benefit of Scheduled Castes. Under this strategy, States/UTs and Central Ministries are required to formulate and implement Scheduled Castes Sub-Plan (SCSP) as part of their Annual Plans by earmarking resources in proportion to their share in total population. Presently, 27 States/UTs having sizable SC populations are implementing Scheduled Castes Sub-Plan.
In this context Network for Social Accountability (NSA) with support from Oxfam India is undertaking a pilot research activity for developing a “District Level Citizen Report Cards on Implementation of Scheduled Caste Sub Plan in Orissa”. The primary purpose of this effort is to put in place a system of civil society monitoring for this critical public intervention called Scheduled Caste Sub Plan in Orissa. Towards this goal, we are conducting a meeting to consolidate methodologies related to tracking of SCSP in Orissa state. Given your interest and expertise on this issue, we shall be extremely delighted to have your presence in the meeting scheduled on 6th December 2009 from 2.30 Pm to 5.30 PM at our conference hall.
