AIUI, that toggles what one sees as a drag proxy when moving things around --- if you turn it on, you'll get a rough bitmap version when dragging which will allow for working faster, but less accurately.

No need to apologize. Assuming you are learning and want to improve your English usage --- the last bit might have been more typically said as, ``what does this influence?'' (though affect might be better than influence), or ``what effect does this have?''.

"Greeking" means to show a lo-res placeholder. This setting makes it faster to move a complex vector object because your screen does not redraw the detail in the object as it moves. 

A map created in Illustrator with lots of type and paths and filled shapes is an example of a complex vector object that I would use. If you don't use complex graphic objects then this setting will not matter to you.
