Is there a single pay non cloud acrobat and a GREP for text app?
Once again I’m thinking of upgrading beyond Mojave.

You can purchase non-subscription/non-cloud versions of Acrobat Pro 2020, currently $538 US.

 

If you are on Windows, the free NotePad++ has GREP Find/Replace.

For Mac, my favorite GREP for text files tool is BBedit from Barebones software.

Apperantly TextWrangler and BBedit (free & payed) offer GREP search/replace:

And if you want a grep-capable app for handling formatted files (e.g.,
RTF or Word), Nisus Writer Pro fits the bill — also with the very cool
ability to handle non-contiguous selections.

Is GREP  better than MS Word which is have? The article mentioned Word.

MS Word has no grep facility at all. It has a meager wildcard facility.

Looks like BBedit is the best bet. Any other app to edit pdfs besides Acrobat?

What kind of edits? – I guess you have Affinity, right? It doesn't edit PDF directly but enables you to open a PDF as new document (and thus it requires the used fonts).

For Regex F&R you don't need the v.2 upgrade. – Also possibly consider this current thread about F&R issues in Affinity 2:
