CS5.5 & CS4 tags Q

In both CS5.5 and in CS4 when I show the “Structure Pane” and “Tag Panel” and go to the “Structure Pane” drop down menu and select “Add Untagged Items” I get a warning dialog “The frame or frame content is not taggable.”

Any ideas why can't tag in some (mostly shorter) ID docs and can in others?

Looks like frame contains grouped objects won't tag.
