Too many wands?

It seems like even after the first level, my inventory is cluttered
tons of wands. Perhaps the drop rate should be lower.

Depends on what you mean by tons, heh. I usually find somewhere
between four and six wands in the first level, if I'm lucky (and
probably playing a high luck character), but I rarely find more than
maybe 30-40 during a whole game play through -- and most of those get
tossed into the nearest water tile, due to them being mostly useless.
They're less prolific than, say, potions.

... somewhat less likely to wreck you if you use the wrong one, too.
There's only... three or four wands that are overtly self-harming.
Maybe five? Harmony, sound bursts, the hellfire and soul-slaying ones
(AoE's way too high on 'em.), cracked ones. Yeah, five. A lot more
potions that do annoying things, heh.

True enough, class and luck have a lot to do with it.
Generally I like to use Divination mages with lots of points in Use Magic.
Get lots of protective spells active and keep aware of enemy positions thanks to Detect Monsters,
and then just overclock my wand of Summon Animal to grab some Dragons or Ur-Dragons.
Then I went back to playing a kobold rogue, and the amount of loot (and subsequently, wands)
in chests was increased fourfold. Guess what class also has access to Use Magic?

I'm a fan of wands though. They essentially provide every character that has enough mana to use them
with some utility, though wands of Healing ironically turn out to be deathtraps.
Nothing quite like healing yourself by using all your mana.
