Bizarre display issue when using two monitors

This game works fine on my laptop, so long as the display is set to
two monitors, regardless of where I have Incursion windowed. For some
reason, when I set it to just one, though, it has an incredibly long
delay--so for example if I'm in the settings menu and press the down
arrow key, it'll take an average of 20 seconds to highlight the next
option down. Anyone know why it would do this? Other programs are
working normally. Thanks.
