I got a notice for year 09-10

There was some amount i owe as the local tax we pay on property does
not get exempted. But the last year excel that i used from IT dept
website allowed this exemption and calculated my tax amount
accordingly. So i need to pay some extra tax to make this up. I got
this notice income tax intimation u/s 143(1). Now do i need to pay
this online, or i need to go to a bank and pay it, they have attached
a pre-printed challan with the letter. Once i made the payment, do i
need to communicate it back to the dept?

It stats i need to pay within 30 days, but i got the letter 3 weeks
after the order date printed in the letter !!

Please provide answers to my queries.

Their call center number never gets connected, so i could not get any
info from the CPC.
