After the [release of 0.19](#1131), https://include-what-you-use.org responds with HTTP 403 -- Forbidden.

It happened because my AWS user had, for some reason, lost the right to set permissions on S3 objects, so I couldn't mark them public as part of upload.

Working separately to try and fix both my privilege and the permissions of the updated files.

Done. https://include-what-you-use.org is open to all again.
