Release checklist

For Clang release 15, IWYU release 0.19

- [ ] Update README version table for release

- [ ] Create branch `clang_15` from master
- [ ] Build and run tests against Clang/LLVM packages version 15
- [ ] Pin `clang_15` branch CI to `LLVM_TAG=-15`
- [ ] Once everything looks good, tag and push: `git tag 0.19 -m "Release IWYU 0.19"`

- [ ] Create source archive: `git archive --prefix=include-what-you-use/ -o include-what-you-use-0.19.tar.gz 0.19`
- [ ] Generate corpus for release notes: `git log --pretty="%h %s" 0.18..`
- [ ] Generate contributor list: `git log --pretty="%an" 0.18.. | sort | uniq`
- [ ] Update include-what-you-use.org/index.html
- [ ] Update include-what-you-use.org/downloads/index.html
- [ ] Upload include-what-you-use.org HTML and source archive to S3

- [ ] Bump version on master to 0.20
