ROLE_PROJECT_CREATOR cannot create projects via API

Hi,

I think I noticed a bug while using the API: 

To create custom projects I exported a template project, manipulated its name, title and description and wanted to upload it again. For that I have created a user with the roles ROLE_USER, ROLE_PROJECT_CURATOR and ROLE_REMOTE.

When trying to upload the project I get the error 

`403: "User [remote] is not allowed to import projects"`

Through the UI the upload is possible. Also, when I add the ROLE_ADMIN (which I don't really want to but does not hurt at the moment) it works.

Or do I overlook something?

Actually, that bug should have been fixed since 36.0.

We still use 34.5. I'll upgrade it now.
