You can create the KB without importing the data in the wizard and then import the data afterwards.
Depending on the KB and underlying hardware, the import can take quite some time. Normally, the import eventually completes and the KB then suddenly appears in the UI. Unfortuately, we do not have a progress indicator/tracker for KB import at the moment.
You should consider upgrading to the latest version which is currently 28.2.
