Shared fields title uniqueness problematic

Observation fields appear to be shared across all projects on iNaturalist and use their titles as a unique identifier.

This is a problem because in many cases people will want to use a general title for an observation field (like "Location" for example), but will often want to limit the available response options to ones specific to their project.

This has led to a proliferation of fields with almost identical names, few if any of which will be appropriate for any given project, and project administrators forced to use field names that are either highly specific, worded strangely or with added punctuation or something to ensure they have a unique name.

Since it's not really practical to take a "one size fits all" approach and have fields shared across projects, I would like to make a suggestion to separate the field unique identifier from the label text. That way people could create survey fields tailored to their specific needs and use the label text that best suits them, even if someone else has used the same label in a different field.
