3.1.2 Bugfix released

Hi All 

Just for your info I have packaged and released InaSAFE 3.1.2 - it contains some minor bug fixes (as listed below). We will follow up with a 3.1.3 in the next day or two as the volcano fixes Christian and Ismail have been working on get merged to master.

        3.1.2
        * Fix: Issue parsing minimum needs - see # 2132
        * Fix: Error in Keywords creation wizard for flood raster layer (using meters as unit) #2111
        * Fix: Error when open Set InaSAFE Analysis Area #2045
