Question - what is the Westerbeke W13 based on?

Answer - Mitsubishi K2C-61WM.

The K2C is the block, the -61WM is the "marine" version.

Ok. There is some mis-information out there. My engine block is definitely a K2C, if you look at yours, you'll see, just behind the canister for the 30200 fuel filter, K2C and 0.600l moulded into the engine block. Get a flashlight out, it's on the top left side of the engine block, but because we look at it from the front, it's on our right hand side.

Note - this engine is 70mm bore x 78mm stroke, and even Westerbeke did an error on conversion.

70mm = 2.755in, 78mm = 3.071in. You'll find Westerbeke's website, and even some of the brochure get this wrong, 0.600l displacement == (rounded) 37cu in.

I've seen Westerbeke saying it's 566 litres(Wow! That's huge!).  Also, bore of 2.68in, (68mm) for the bore has been seen, which happens to be the bore of the Mitsubishi K2B model - same stroke as the K2C, but 0.566l displacement.

The Westerbeke technical manual (the red one, one came with my boat) gets this right, but of course does not list the Mitsubishi heritage.

As to the -61WM - the other versions of the K2C have a max idling speed of 2700 RPM, or 3750 RPM- the -WM version is 3150. HP rated at 11@2500rpm, 13@3000rpm, 14@3600rpm.

One also wonders if the "-WM" means "Westerbeke Marine"...

Anyway, for those who care, there you go. Google did find the Mitsubishi manual at:
