Dear Mr.Mathew,
I agree with the enclosed mail from Shri Jagadananda and request VANI to undertake a nationwide analysis of the pattern of issues associated with Govt, grant in Aid process.
Since, most of the international resources and other national resources are shrinking the genuine organisations, if they have to continue, has to depend upon Govt. Aid. We are presently facing many difficulties for getting the funds both from the Central and State governments. There is enormous delay in the release of funds. We are also aware the difficulties faced by you and others who still hold the views and acting not to grease the itching palms of bureaucrats and others. The smaller and medium NGOs do not have enough strength to negotiate with CSRs funds also.
It is under this context and environment Shri. Jagadananda’s idea is good and VANI can plan a detailed national study from registration, approval and release of funds and monitoring. The research study can be consolidated and a concept note with our suggestions may be routed to the government through Niti Aayog. There are many reports about the sub committees appointed by Niti Aayog. Since Shri Jagadananda is a frequent flier to New Delhi .Shri Harsh and team can catch hold of him and arrange to get information for preparing a project report. The concerned project officer can contact us and others through SKYPE or phone as being done now.
Dr.Rajesh Bhai, has plans to visit Gandhigram on 13th and 14th september'2018 and we will utilize the opportunity to invite senior NGO leaders from this part. We will also collect information from them and we will transmit to be included in the paper.
We have received information about your visit to cuddalore project. This is an impressive and continued effort and congratulations for your team. We once again send our invitation to club the visit of Tamil Nadu so that we can arrange for a VANI hub meeting.
VANI can also take initiative during pre election period to prepare a documented concept note about the present environment of CSOs and difficulties faced by us under various acts like IT, FCRA. We can prepare a note highlighting the difficulties and requesting them to for a promise of enabling environment which can be marketed to all the political parties with a request to include them in their political manifesto. The VANI team can also meet the team who are preparing the manifesto in their respective parties and may explain in detail various issues so that at least some will be included in the manifesto. Perhaps you may remember this yielded some result in previous occasion.

It is good that you have initiated the process. We have been facing financial instability and difficulties in incurring the expenditure for our health, education, and social welfare activities.
Even central government grants are released with inordinate delay and we have no other alternative except to pledge our fixed deposit or arrange for overdraft. We appreciate your timely intervention and hope Shri.Mathew and Shri Harsh take it seriously and conduct a quick survey so that the presentation may be made to Niti Aayog within three months with the sectors suggestions. I just want to remind you about your visit to Gandhigram which is overdue.

We refer you to the telephonic conversation we had with you on 19th July’2018 and this pertinent point may be added to the strategy document being prepared for revising strategy of VANI. This is a long felt need of almost all organisation which are receiving the funds from the government.
