Phrase type isn't updated on language pack import with overwrite

I've noticed, that:

1. if phrases type (front-end, admin, both) is changed
2. language pack is exported from one website
3. language pack is imported to other website (with overwrite option), then phrase type change doesn't happen on target In-Portal installation

This patch has no particular use in In-Portal itself, but in In-Portal-based projects it can save developers, when they create "lu_" phrases with "Admin" type and via-versa.

I clearly see the use of this patch, it's good to be able to deploy changes to live install from dev one.
