Sandbox Not Automatically Charging

I hadn't made a sandbox order in a few weeks, but when I just tried one the order was not automatically charged when I viewed it in the Merchant Center and the buyer did not receive the receipt email until I manually clicked the "charge" button in the Merchant Center.

Is this a bug in the sandbox?  It goes against the documentation: "Google In-App Payments orders are charged automatically..."

Ok...now it started automatically charging again and I didn't make any code changes.  What's going on?

I'm seeing similar results in production.

An order comes in and I see the "charge" button active.

Is there a time delay before an order is charged automatically?

The charge is automatic; however, it happens approximately 45 minutes after the order was placed.
