I was at this nice event with hundreds of people which are not my Facebook friends. Besides posting photos to Google Photos I made a smaller selection for Facebook so everybody can tag themselves and receive likes and such. I just did not want all my "friends" know that I created this album so I was thinking I upload it and upon finishing I change visibility to "only me". Looked OK.
When done I changed the visibility to "public" and I noticed that on my timeline there is a post about this new album, so I clicked "hide on my timeline". Not sure when it appeared there - if in the time I changed the album to public or before. Strangely Facebook asked me why I hid it, but it was my own post! So I hid it and posted a link to the album to the event page thinking only people attending to this event will see it, but no. Minutes later I started receiving likes from my friends who were not there.

In your case (as you said you don't have them in your friend list), you can create an album and select audience as Only me and tag all the people who was present in that event (Or anyone whom you want to see this album, if you are not able to tag, just ask to tagged people to tag others if they know anyone).
So this album is only visible to you and all those people who are tagged in that.
Other thing is you can create a list (if they are in your friend list) and select custom audience and enter the list name or each name one by one (whom you want to show this album). So it will be visible to only those selected people. Remember in this case also it will be visible to those who are tagged in that pic or album.
Even in my own profile I can see this discrepancy between the real number of albums I have and the number Facebook displays. I think Facebook counts Deleted albums and includes the number of deleted albums in the number it displays on your profile.
Facebook does count your deleted albums as I opened a new profile added two albums then I desided to delete one and it's still saying I have two albums and I did all of this before adding any friends to my profile. No pictures or albums are limited to the number of audience and because I had no friends on my list I had no one to tag me to their albums. The Photo/Album counters are just a silly idea and should be taken off.
I'm not quite sure why it's like that. On my account it shows I have 11 albums, when actually I have 7. I downloaded my archive and went to the photos tab, there I saw another album 'Timeline photos' which only had one picture in it, it's a picture I posted to my sister's timeline. I still don't know about the other 3 albums. They're most likely deleted and what I don't get is why Facebook shows count of all albums, including deleted.

So, this is a weird one I can't figure out. I'm trying to help someone who is having issues sharing an individual post. The post contains text and four photos on a public page (the post is obviously public). After clicking Share on the post, selecting to only share it to friends, then navigating to timeline/profile, the intended single post is instead an entire album (2.2k photos). That entire album (the general album of Timeline Photos) is where the four images are uploaded to.

You also have the ability to set privacy options for the album, restricting access to only a select portion of your friends.
