trouble selecting the first category in my category list when I go to report a problem

I have a problem when I go to report a new problem, in the category section, I choose the first category on my list, but i can't , I must first choose any other category and then choose the first category on my list, know why?

For example:

Category:
1. Disaster
2. Electricity
3. Steals

I need to first choose Electricity or Theft, to later elect Disaster
