I'm also convinced that mindmaps are greatest tool for such an exercise (I'm using MindMeister.com, btw).

Also, a friend of mine has developed a great tool that focused on Impact Mapping - http://effectcup.com

He is subscribed to this group, but probably too shy to recommend the tool :-)

I find EffectCup a great tool which combines "professional" level together with Wizard that helps you to get through your first map.

Since the topic resurrection years after, I would like to mention one more tool that I use now

UXpressia.com - is a specially crafted tool for CJM and Impact Mapping. I got to know guys and impressed with the expertise they have and all what they put into the tool, which they designed for themselves.

Not sure whether still relevant, but Vithanco (see as well https://vithanco.com/domains/project-management-domains/impact-mapping-domain) can draw impact maps. It's a Mac only software for the time being.
