This depends on what you want to achieve with an impact map. If you want a broad set of key steps to take until 2020, defining potential milestones, you could design a larger-scope map. If you want to get an alignment of the actual scope to build next, I'd focus on the task at hand and put something like 'launching a pilot customer' as the goal in the middle.
