Do I get the Why wrong?

Hi,

can anybody explain me the example from the book?

I don't get the Online gaming example. The key business goal for the milestone is active players to 1 million.

But shouldn't the goal be the answer to the question "Why are we doing this?" or "Why such a thing would be useful?"

I don't get that:

Why are we doing this? --> active player up to 1 million
Why such a thing would be useful? --> active player up to 1 million

For me either the question is not the best one or the answer does not fit.

Can anybody help me out of my dilemma?
