About the Agency 

This position is located in the Office of the Associate Administrator for Administration, Office of the Chief Information Officer (CIO), Pipeline and Hazardous Materials Safety Administration (PHMSA), Department of Transportation (DOT). This office has full responsibility for oversight and management of information resource management (IRM) systems and applications throughout PHMSA and its regional field offices. The employee reports directly to the Chief Information position. 

This is a Student Trainee position under the Pathways Internship Program. The primary purpose of this position is to serve as data steward and analyst charged with improving, maintaining, monitoring, auditing the quality of PHMSA’s vital data and information that is used for directing agency priorities and decision making. 

This is an Excepted Service appointment. As part of the Pathways Internship Program, the appointment may be extended until the selectee’s educational program requirements have been completed. You may be converted, without a break in service, to a term (time-limited), career, or career-conditional (permanent) appointment upon graduation and completion of program requirements but there is no guarantee. The selectee is on a trial period while on the Pathways Internship appointment. 

The ideal candidate is an entry-level career professional with educational knowledge in broad areas of information technology including analysis, design, application software, and customer support. Responsibilities would include data analysis, business processes with various systems, understanding data/system policies, guidelines and administering organization’s data in compliance with business and/or regulatory obligations.

DUTIES: Back to top The Pathways Student Trainee (IT Specialist) will: 
  • Work with the data owners, database administrators, and the data architect to assist in developing and applying common and repeatable business rules, meta-data, data quality performance measures, taxonomies, and data quality standards to all PHMSA data systems.
  • Be responsible for ensuring that the dissemination and reporting of information conforms to PHMSA's presentation standards and those of DOT and OMB's data quality guidelines.
  • Monitors data quality performance (adherence to identified standards) through the full data life-cycle (i.e., identification, collection, processing, reporting and dissemination, etc.).
  • Develop data quality performance reports, prepares presentations and recommends solutions to identified data problems.

  • Experience applying Information Technology (IT) technologies and concepts including software development, data design, business process development, and data analysis.
  • Experience preparing written documents to communicate information in a complete, organized and grammatically correct manner.
TO QUALIFY FOR THE GS-9: 

On Experience , you must have at least one year of specialized experience equivalent to the GS-7 level. It must include: 
  • Experience applying Information Technology (IT) technologies and concepts including software development, data design, business process development, and data analysis.
  • Experience analyzing and evaluating data collected from various sources.
  • Experience preparing written documents to communicate information in a complete, organized and grammatically correct manner.

RECENT GRADUATE PROGRAM ELIGIBILITY:

1. Graduates who within the past 2 years, or after December 2011, received a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. 

The required education must lead to a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. 

CONDITIONS OF EMPLOYMENT :
