DUTIES:
This position is located on the Finance and Training Team of the
Management Staff of the Assistant Administrator for Policy,
International Affairs, and Environment. The incumbent analyzes and
evaluates financial activities necessary to properly execute the
organization's budget and achieve management goals and objectives.
Performs a wide range of financial and budgetary duties and functions in
developing, implementing and administering the assigned direct funded
and/or reimbursable programs of the Office of the Assistant
Administrator for Policy, International Affairs, and Environment.
Prepares reports on account balances and the status of funds; monitors
the execution of the operating budget; performs other tasks related to
administrative work in connection with accounting systems, analytical,
forecasting and interpretive functions associated with the management
and control of resources or funds; tracking and control of funds for
special programs; and analytical or program work pertaining to payroll
systems.
Within authority delegated by the staff manager, the incumbent certifies
availability and correctness of funds on various financial documents.
Maintains cognizance of funding balances and Appropriations Law
Regulations to ensure proper certification is made in accordance with
the Anti-Deficiency Act regulations. Ensures that financial
requirements, policies, and procedures in documenting funds
reservations, obligations, payments, reimbursements and collections are
within regulation. Monitors the use and rate of expenditure of budgeted
funds through continuing dialogue with program offices, review of
written documents, and examination of accounting records. Prepares and
maintains financial plans and records for assigned program.
The incumbent collects information, analyzes and prepares reports and/or
evaluations to support recommendations for management decisions. These
analyses, reports, and evaluations generally focus on the identification
of resource requirements or other management issues related to the
Operations appropriation generally, and specifically to the Reception
and Representation Fund.
The incumbent coordinates financial transactions involving the Reception
and Representation Fund (R&R) with appropriate program and
accounting offices. Evaluates requests for R&R funds to ensure that
proposed use of the funds conform to the provisions of DOT and FAA
orders. Coordinates financial transactions involving the International
Reimbursable Program with appropriate program and accounting offices.
Checks draft agreements to ensure that the financial provisions of
international agreements conform to agency approved language. Prepares
documentation, reports, and/or presents briefings in his/her area of
responsibility at internal or external meetings, as required.
QUALIFICATIONS REQUIRED:
To qualify for this position at the FV-F or FG/GS-5/7/9 level,
applicants must demonstrate in the application possession of one of the
following: 1) GENERAL EXPERIENCE: At least 3 years of progressively
responsible general experience that demonstrates the ability to analyze
problems to identify significant factors, gather pertinent data,
recognize solutions, plan and organize work and convey information, with
at least one year equivalent to the FG/GS-4 level; OR 2) EDUCATION:
Successful completion of a full 4-year course of study in any field
leading to a bachelor's degree, gained from an accredited college or
university; OR 3) COMBINATION of education and experience that
demonstrates qualifications for this position.
To qualify for this position at the FV-G or FG/GS-11 level, applicants
must demonstrate in their application possession of one of the
following: 1) SPECIALIZED EXPERIENCE: One year (52 weeks) of specialized
experience equivalent to the next lower grade (FG/GS-9) or pay band
level (FV-F) in the Federal service. Specialized experience is defined
as experience which is typically directly related to the position to be
filled and which has equipped the applicant with the particular
knowledge, skills or abilities to successfully perform the duties of the
position. Examples of specialized experience for this position includes
utilizing accounting, budget and financial principles and practices to
monitor the execution of operating budgets, analyze, monitor, forecast,
track and control financial resources or funds; and prepare and present
financial documents, analyses, reports and evaluations; OR 2) Successful
completion of a Ph.D or equivalent doctoral degree from an accredited
college or university; OR 3) At least 3 full years of progressively
higher level graduate education leading to such a degree; OR 4)
Successful completion of a L.L.M., if related.
