Short songs always get positive rating, even if skipped.

I'm not altogether sure what's going on here. IMMS, by (somewhat
arbitrary) design is supposed to not change rating on songs that are
less than 30 seconds. The idea is that if a song is short, you will
likely not have time to hit next even if you do not like it. But that
does not explain how this song got to maximum rating to begin with. It
is possible that one of the rating inheritance mechanisms is at play
here... or perhaps this user has been using IMMS since before the 30
second cutoff was implemented.

Either way, it's not clear to me what the correct action is.
