I am trying to POST REALSTATE OBJECT https://api.immobilienscout24.de/our-apis/import-export/realestate/post.html with the following data and getting ERROR 412 The geocoding was not successful.

You receive geocoding error because you are trying to post the object in a city which is not in Germany. therefor you need to follow this https://api.immobilienscout24.de/our-apis/import-export/realestate/post.html#international section (International real estate) and to add all necessary values.
