MyMotherboard is MSI PH61A-P35 (MS-7732). I've read the manual for this keyboard which suggested using the Del key. But as I've alredy said it doesn't work for me. All it does is restart my computer.
I solved this problem by switching my current USB keybord to my old PS/2 keybord. After that I was able to enter BIOS with the F2 key. The problem with USB keybords is they are not recognized by the computer until the OS starts to load. So switching to a PS/2 keybord will do the trick.
Turn off the computer. Then, before turning it on, press and hold a key on your keyboard. (Any key will do. Control, Windows, Print Screen and such are usually "safer" in light of any firmware on extension cards etc.) Now, while holding that key down, turn on the computer. Do not release the key before the OS starts to load, if it does. (If the OS starts to load, this trick didn't work for you.)
What this does is basically cause the BIOS to see a "stuck key" condition on the keyboard; the same as if a keyboard contact was actually stuck, but in this case, triggered intentionally. Many BIOSes treat this as at least a warning, and will give you a diagnostic screen telling you to check your keyboard and do something (most often to press a key) to continue booting. This diagnostic screen very often includes instructions on how to enter the setup utility as well and now that the BIOS is actually waiting for you to do something, it's often a trivial matter to get into the setup utility.
remove any hard drives ata cables at motherboard, reboot and F2 (usually on laptops) or del on other computers, some are F10 or Escchange uefi boot to cms startup and remove secure boot after this you an even change boot sequence
Once you have accessed your BIOS and made any necessary changes, you can choose to reinitiate the Fastboot if you want. I do not use Fastboot on my own PCs but activate it on the PCs I build for my clients.
i had the same bios problem like you and solved it by download the Live Update 6 from MSI. Then inside it click to scan for the ClickBios. After complete installing, you can access your BIOS from the app ClickBios in Windows. Then restore bios to default setting will make bios screen appear again.The error for this i think cause by fast boot from msi.
I had this exact same problem. It was very frustrating, the solution now I know the answer is fairly straight forward, if you refer to your manual you will see for the bios to function via keyboard and mouse only specific usb ports will work. In the case of my MSI X370 it was the top left for the keyboard and 3rd row right for the mouse. Pressing "Delete" on the keyboard on start up will enter Bios mode.
Recently I discovered that I had the can't get into BIOS problem with my MSI X58M based i7 computer. I tried connecting the keyboard to all the USB ports and even tried a PS/2 keyboard w/o success. Then while shutting down, at "Power" I chose "Restart" rather than "Shut down", or "Sleep". When the splash screen saying hit DEL to enter BIOS came up I hit DEL and WA-LA! I got BIOS. This has worked every time I have tried it on this MB. Just to verify, I went back and selected "Shut down" instead of "Restart". Upon starting, hitting DEL did nothing and Windows started. It seems flakey, and probably will not work in all or even most cases, but it just might work for you.
I have the same issue on the B650E-F motherboard with the AMD 7900X processor, I can't get to the bios either (current version 822). I've downloaded a newer version, but not being able to get to the BIOS makes updating it difficult.
Second reason why I want to boot into BIOS is that I have 2 NVME drives installed and use the BIOS to select which one to boot from. After spending an hour trying to get into BIOS the normal way (holding/tapping DEL or F2 keys) which just extends the boot process to several minutes, I ripped out the first NVME drive to be able to boot to the second. Otherwise it boots "just fine" to the first one...
It is not a problem with not pressing the right key or pressing the key fast enough, as when the HP POST screen (Blue, v6.07) pops up and I press any of the keys to perform an action (such as ESC for boot options or F10 for BIOS), the computer freezes as the POST screen hangs on and nothing else happens no matter how much longer I wait.
As the motherboard does not have UEFI but rather an AMIBIOS (labeled PBMPB0GCYZTJO0 686 AMIBIOS on the FOXCONN-manufactured motherboard PCB), I am unable to use the windows recovery bootup into UEFI option to enter BIOS.
I have attempted the BIOS emergency recovery method of holding [Windows+B] and holding down the power button for 3 seconds from the machine off state and this makes the system appear to power on for a couple seconds before immediately powering itself off without any output to the display (it appears to simply not be able to enter anything related to BIOS). I have also tried updating the BIOS which was previously showing up as being v6.04 into the current v6.07, but the only thing that changed was the version number displayed on the POST splash. Any help or insight would be appreciated - is this likely to be a hardware issue? If so, why is it still fully capable of POSTing and booting into windows, and even formatting and re-installing different OS's on it (though I did have to physically disconnect the SATA cables from the internal boot drives to get the system to boot from installation media)?
Still pressing those keys, press and hold the Power button on the computer for 2 to 3 seconds, and then release the Power button but continue to hold the Windows and B keys until the BIOS update screen displays or you hear a beeping sound (usually 8 beeps).
If the key presses do not work, press and release the Power button, and then immediately, press the Windows and B keys at the same time, repeatedly, until the computer beeps or opens the BIOS update screen.
The power LED light remains on, and the screen remains blank for about 40 seconds before anything displays on the monitor. You might also hear beeping sounds. Eventually, an HP BIOS Update screen displays and the BIOS update begins automatically.
Computer starts into Windows: The computer starts into Windows if the power button and keys are released too soon. Repeat the previous steps, holding the power button down for 2 or 3 seconds.

I performed a CMOS reset using the on-board motherboard jumper as per instructions on the part page on HP, followed by the power reset you suggested as per HP standards, and now the bios launches properly.
The system BIOS update failed unable to open BIOS image file. I tried powering off computer, disconnecting power for30 sec, connecting power, following hp procedure with pressing windows + B. Did not work. Tried downloading the hp cloud recovery tool onto a clean 32gb flash drive. Plugged into computer, but computer does not act like it notices the usb is even plugged in. Tried clicking the escape key many times, nothing. Tried clicking f11 many times, nothing. Tried control, alt, delete, still nothing.

I tried to create a BIOS recovery flash drive, and it has done, but I couldn't get into the original system bios settings. I tried pressing the ESC key several times and pressing F10, and F8 but there isn't any way I found to go to the BIOS settings. Every time it was showing the same loop.
Hey Paul, I run asus however trying to create a recovery bios for HP all in one as it is stuck in loop. I have tried multiple flash drive boots but unable to break cycle as it doesnt pickup the usb recovery.... tried the key combinators and thrown everything at it and still no success on breaking the loop. any suggestions
