I have been trying to upgrade to Windows 10 from windows 7 I was aware that dell uses a Injected Product code/activation from when I did a clean install a few months back when upgrading hardware so did some checking before processing the upgrade as I thought this may of been an issue, Luckily most info stated that as long as I upgraded it would provide me with a relevant updated product key for Windows 10 so I upgraded using the media creation tool with the upgrade option my Win 7 install was fully activated and updated but when doing the standard run though I found that Windows 10 had not activated and I was unable to change personal settings,
The given Error code 0xC004C003 Error description : The activation server determined the specified product key has been blocked. When checking online and with Microsoft they stated that it was an issue there end due to the high numbers upgrading wait 24-48 hours and it'll activate on its own, so I waited nothing happened so spoke to them again same response so for about a week I waited still no activation.
I then reverted to Windows 7 to check activation and all was activated and fine. I then re-upgraded to win 10 this time using the windows update option just in case this helped Still not activated, so I have spoke to Microsoft again and now they are saying that its dell's fault and speak to yourselves (see attached Image) as its your product code that is blocked.
I don't know if this will work and don't have a system with a broken activation to test with. If you could test this out and leave feedback it would help a lot. I know its a time-consuming procedure....
Background : My XPS 12 Ultrabook was on Win 8.1 Pro (Activated). When i received a notification on my taskbar that Windows 10 is ready for installation, I clicked on it and started the installation. During installation, it prompted for "product key" and i clicked "skip" as there wasn't any Windows CD/DVD with product key on it when i purchased the Ultrabook. After upgrading everything was ok but windows not activated. (Error code: 0xC004C003)
Ok so I have completed part 1 went back to Windows 7, Removed and reapplied the OEM SLP activation using the tools provided my product ID and Product key didn't seem to change but I then tried to re- upgrade to Windows 10
Tried again re downloaded files and started the process this time the laptop just restarted and returned to windows 7 now every time it would just restart to windows, you couldn't do anything but restart it wouldn't let you check for updates or cancel.
I Tried using Microsoft update reset but still didn't fix after that I deleted all updates and hidden windows install files re used the windows update fix tool at this point it managed to allow me to re download and install windows 10

have you ever installed the ISO from the evaluation center? then you know that it is pre-pidded (eg: is has a product key factory installed that can be activated for an unlimited amount of times but it only activated windows for 90 days and then the installation is expired
@HotCakeX This exact same behaviour happens to me. For posterity, I am a fully licensed Windows 10 user with a copy of Windows 10 Professional. I use the Evaluation version to build test machines in Hyper-V that I use for blogging. Since 2015, I have been able to rearm each Windows 10 evaluation version twice and then rebuild them once the evaluation expires. As I am constantly running tests this model works perfectly - these are not production machines and are regularly rebuilt.
As the OP says this model of using the evaluation version for testing (surprisingly, that's what it is meant for!) has worked for nearly six years, yet last week, ALL product keys for Windows 10 evaluation are now blocked. EVERY version of Windows 10 (from RTM through to 20H2) now shows "product key blocked". I created a brand new VM and installed from a freshly-downloaded copy of the Windows 10 Enterprise ISO - the same happened, instantly expired and blocked.
It's all very well claiming "you must buy a copy" but for ALREADY FULLY LICENSED USERS running VMs on (Windows 10!) Hyper-V for evaluation purposes, how many copies do I need to buy to use the virtualization software Microsoft have provided? As OP said, this model has worked since inception and clearly Microsoft have now blacklisted or blocked the evaluation keys.

I have some probleme with the new version of Eset File Security for windows server. I installed 2 servers in cluster without problems, and I want to add a third to it. This server is the second domain controller on an other site, but in the same domain. The remote install was succesful, but the installed and clustered eset don't activating automaticly, and if I want to activate it, it says Activation failed, We could not reach the activation server.
I have administrator privileges. My Server is a Windows Server 2012R2, KVM Guest, it is a Domain Controller. I cant start the server in safe mode, and the remover not see this product. I deactivated the self-defense too.
I installed the software with the cluster wizard (like before post). When I installed to another server with Cluster wizard, the activation problem is again the same, cannot reach the server. But I can remove it now from this server, and install locally with the installer. When I Install locally I can Activate it!
In my server side I use proxy server, and my other site not using it, and not allowed to use from this site. The cluster applied the proxy for the other side too. I was more than 3,5Million blocked activation connection / hour to the proxy. Because of it was my processor usage very high, and freez the eset service.
I am starting a set of Windows 2019 servers, XenApp 1903, Office 365 Pro Plus w/shared activation - thinking MS & Citrix had gotten this figured out by now...but alas, running into an issue in seamless mode where you sign in to O365 when it asks, but the next pwd popup screen is a ghost window I cannot pick. This works fine in full desktop, just not seamless. I am pretty sure MS still allows us to purchase a single Vol license of 2019 when we are fully licensed for O365 for each user and that has been the plan to get away from this problem - but I really wanted this to work as also heard MS moved the token to 30 days now which makes this doable. Besides, 2019 being the last Vol license version to be released, we will eventually have no choice.
I just spent a few weeks on this issue. I know this is an old thread, but I'll post what I found here to hopefully help people. First off, Microsoft does not recommend disabling ADAL or WAM to fix this issue. REF: -us/office365/troubleshoot/administration/disabling-adal-wam-not-recommended. For those of you posting that as a solution, it's incorrect!
