I have tested the sample ad tag you have shared from the AdSense video ad source interactive guide using the IMA SDK Video Suite Inspector. However, I kept getting an error (please see attached screenshot: test1), so I've used "HTTPS" and I was able to play the ads successfully (attached screenshot: test2).
You can check your configuration and see if this could fix the issue.
Or, you can also generate a new sample ad tag based on what video player you are using and if it is a VAST or VPAID compliant by setting up the AdSense video ad source interactive guide (attached screenshot: test3).

I've tested both ad tags you have shared on Video Suite Inspector and both seem to work fine (please see attached files). That being said, could you test on your end the IMA SDK for HTML5 basic sample app and see if you will encounter the same issue? With this, we can check if the SDK is properly implemented.

Thank you for sharing these.
However, when it comes to the empty ad response, I would suggest asking assistance from your ad provider as this issue is more on the ad creatives rather than the IMA SDK itself.
As per further checking of your sample integration, I've noticed that some of the ad requests are having this line "https://ima3vpaid.appspot.com/?adTagUrl=".
By removing this line and edited the "http" to "https" on the ad tag, I was able to see the ads successfully using the Video Suite Inspector.
