As per checking this behavior using our advance sample app, I was not able to replicate the behavior with one of our sample VMAP ad tags below.

Could you please confirm if the ad tag that you've shared is expected to show multiple ads in the course of the video content timeline? I'm asking this because upon comparing the above ad tag against your ad tag, it seems there's an issue with the structure of the VAST response in your ad tag specifically on the timeOffset element (please see attached screenshot). All timeOffset elements are in "start" values. As per the IAB documentation (page 10) the time offset values "start/end" should be inserted at the very start or end of the video content.

Thanks for getting back to us on this. I wasn't able to reproduce the behavior that you are seeing upon testing the two ad tags that you shared. Although the two ad tags returns no ads, both throws allAdsCompleted event at the end. The ad event sequence below:
However, for better tracking of this issue, would you be able to create a new thread for this and will continue our conversation on that new thread?
With regard to your previous inquiry about CONTENT_RESUME_REQUESTED not issued. Based on the ad event sequence that you've shared (please see attached screenshot) using the below ad tag, it seems the issue has been resolved. Could you confirm this so we could now close this ticket?

Thanks for adding this information regarding your concern. As the issue seems to be intermittent, could please share another ad tag for testing? For the ad tags that you shared previously returns no ads, making hard to reproduce the issue on our end.

I've checked the ad tags that you've shared previously and tested against our VSI , now I wasn't able to reproduce the issue wherein the ad events would fire without ad playback. That being said, would you be able to confirm this on your end and see if you will encounter the same issue? Please let me know the outcome.
