No fills for Single Skippable Inline when added min and max duartion

Hi Team,

I have added this in Single Skippable Inline and the output of tag is as below,

https://pubads.g.doubleclick.net/gampad/ads?iu=/21775744923/external/single_preroll_skippable&sz=640x480&ciu_szs=300x250%2C728x90&gdfp_req=1&output=vast&unviewed_position_start=1&env=vp&impl=s&correlator=&min_ad_duration=15000&max_ad_duration=30000

The above one always gives no fills and so does not return any ad when used. Please help
