[Roku] GAM Utils - right is_lat queryparam

I have a question regarding the creation of the givin parameter. Specifically, I need clarification on how the is_lat value is determined based on the RIDA setting.

The RIDA value is managed by the user at the system level, as it can be adjusted within Roku Settings -> Privacy. However, due to GDPR compliance, we present a consent modal to users, allowing them to choose whether or not they wish to be tracked at the application level.

This creates a scenario where the RIDA can be enabled at the system level, but the user may opt out of tracking at the application level. In this case, the main URL would have is_lat set to 1, while the givin parameter would have it set to 0.

Is this discrepancy in the is_lat values expected behavior, or should we escalate this issue to the Google tech team for further investigation?
