How do I register and activate the Google Ad Manager account?

Hello,
I would like to use Google Ad Manager to render video ads in games. Registration for Google Ad Manager requires a verified Google AdSense account.
I registered for Google AdSense. But I am not able to get the AdSense account verified, because it requires a web page since it is primarily a tool for web page ads. The web page I have is not according to the Google team is not enough good to contain ads. But that’s fine – I want to render ads in games, not on the web... But without the approved web page I will not have the verified Google AdSense account and I cannot get a Google Ad Manager account…
Another strange thing is when I select during the registration of the Google Ad Manager account that I have 25.000+ users daily, which I have they do not require the AdSense account and instead the message is displayed that they will get in contact shortly, which they never do.
It is a kind of Catch-22 situation… Any tip on how I can create the Google Ad Manager account, so I can use the Google IMA SDK to consume the programmatic video ads in games?

Dear Michael,
Thanks a lot. I have send my request to the "Google Ad Manager Help
Community" as you suggested.
BTW - We have tested the IMA SDK on several 2017+ Samsung Tizen TVs and it
works great, so far we have not noticed any technical issue.
